Hillsdale Neighborhood Association
November 3, 2010

Action items:

It is moved that the modifications to bylaws be referred back to committee.  The motion was seconded and passed with a vote of 20 in favour and 1 opposed.

It is moved that the 950 to 1000 foot trail recently constructed and graveled by SW Trails (in 8 days) located in the Homestead NA which connects SW Terwilliger and the bus stop and pedestrian crosswalk at 4900 SW Barbur Blvd be named the “Buhler Cutoff”, in honor of Lee Buhler a long time trails activist, volunteer worker, volunteer recruiter, hike leader and recording secretary.  We also urge the Portland Parks Department to erect signage to make this important connection visible on both Barbur and Terwilliger.  The trail meets Barbur opposite the Rasmussen Village Apartments.  The trail meets Terwilliger about 4/10 mile north of the Chart House, and the picnic area at the second turn out/parking area north of the Chart House (motion made and seconded).  In a vote, the motion passed:  8 in favor, 3 opposed.

The Meeting was called to order  by Robert Hamilton at 7:00 p.m.

Jim Stutts introduced the new manager of Main Street:  Suzan Poisner.

The Main Street Program has been very successful.  Its aim is to strengthen small town and neighborhood (in larger cities) small commercial districts.  The focus in urban neighborhoods is places that don’t qualify for urban renewal money. 

Four areas of focus on Main Street:  design (what you visually see), economic restructuring (marketing and healthy aspect of the types of businesses present and how they work together), organization (fundraising to support the program), and promotion (present an identity for the neighborhood and cultivate a customer base).  Portland has added a fifth focus:  sustainability.  These foci represent subcommittees that will meet monthly.

Visioning meeting is scheduled for Nov 30, 5 to 9 p.m. at Wilson High School.  Food will be provided.  The National Trust staff will identify, through discussion with the neighborhood people, priorities and key elements that the community would like to see move forward.  This process is designed to build on what the community has already

Voting on two motions from the previous meetings.
Bylaw’s Review:  It was moved and seconded to accept all recommended bylaws changes from Bylaws Review Committee. 

Discussion –clarification is needed regarding: 
Regarding the provision:  Article section 1 –Enforceability and exclusion of property owners, business owners, and legacy members as voting members were issues of concern.
Regarding the chair/co-chairs appointing committee members.

Discussion:  Friends of Terwilliger proposes to name the trail “The Emmanuel Mische Trail.”

Committee Reports:

SWNI:  Carolyn Raz-

  • SWNI office will be moved within the Multnomah Arts Center (more space).
  • Clean up this Saturday:  Portland Christian Center at 9:00 a.m. for litter pick up.  Also, disposal of bulky material and metal ($10 donation).  Household items, useable, will be collected.
  • Safeway remodel:  prevent car cut through parking lot, but permit bicycle and pedestrian pass through. 
  • Lower speed limit on Capitol Hill Road and Multnomah Blvd off ramp.
  • Solve sidewalk gaps in the area.

SWNI Transportation committee –

  • Change name of proposed Barbur Light Rail to SW Corridor High Capacity Transit project.
  • Support Trails legislation to extend immunity from liability.
  • Concern that proposed lower speed limit on bicycle “greenways” is too restrictive and instead should give city more flexibility to set speed limits.
  • Allow pedestrians to legally walk with Traffic where conditions prevent pedestrians from walking facing traffic.

Schools Committee:  Michael Reunert provided written report

  • Wilson HS will have a rummage sale this Saturday.
  • Robert Gray’s fall play is Dracula. 
  • Wilson play at the same time –Website provides information on plays, choir and band concerts, and sports events.

Transportation Committee:  Glenn Bridger

  • Bridge restoration hung up:  rail restoration is slowed because it requires a higher level of detail work than was anticipated.
  • Bridge should be open for a while until the weather is more propitious for working on the deck.
  • City has plans for Fred Meyer remodel on website.

Trails:  Don Baack

  • City doesn’t want to spend money on bars under underpasses (to prevent encampments).
  • There will be a bridge on the Red Electric running from BH highway where it meets Capitol Highway over the gully.  A preoccupation is that it not be too steep so that bicycles don’t go too fast.
  • It is important to get Parks & Recreation focused on extending Red Electric to east.
  • Mayor Sam Adams seems to have interest in extended shoulders as alternatives to sidewalks. 

Land use:  Duane Hunting.  No new information except Safeway (see SWNI)

Parks:  Dan Jenkins. 

Citizen Advisory committee for SW Community center. 

  • SWNI grant ideas –tie around communication and outreach.  Increase committee membership
  • Dickinson Park is making a strong effort to create a community garden. 
  • Planning on Gabriel Park pedestrian and bicycle crossing.

Announcements:  Robert Hamilton was named Volunteer of the Year by “Elders In Action.”  The Neighborhood Association applauded Robert physically and in spirit.

It was moved and seconded to adjourn the meeting.  The meeting was adjourned at 9:00.
