Hillsdale Neighborhood Association March 3, 2010 Meeting
Passed motions and actions items:
I. Business Meeting A. Opening and Approval of Agenda: The meeting was called to order at 7:00. Approximately 33 present. 1. Self introduction 2. Place of residence 3. It was moved and seconded to approve the agenda. The motion passed unanimously B. Approval of Previous Meeting Minutes 1. January Minutes: It was moved and seconded to approve the minutes. The motion passed unanimously. 2. February Minutes: It was moved and seconded to approve the minutes. The motion passed unanimously. II. Current Issues and Guest Speakers A. Proposed 1. It was asked that Parks not dismiss the possibility of purchasing new properties now (currently, no new purchases while already owned property cannot be developed for economic reasons), while prices are low, for future park expansion. 2. Roads that need maintenance, specifically Leif Erickson, are fire service roads. B. Main Street Program: Rick Siefert. It was moved to approve the following statement: The Hillsdale Neighborhood Association heartily supports and endorses the Main Street application of the Hillsdale Business and Professional Association and the Hillsdale Community Foundation. A main Street designation for the Hillsdale commercial area will be a major step toward implementation of several plans our community has generated over the last 18 years. Specifically, the Hillsdale commercial center has a great need for a paid Main Street manager to serve as an implementer of our plans and visions. The Main Street approach will also stimulate increased community involvement, investment and volunteerism. It will also strengthen our local economy in trying economic times. 1. The motion was seconded 2. Main Street Program is a national program that began as a historic preservation program for small towns whose cores were being gutted by nearby Wal-Mart’s and other big box stores. The goal was to preserve small, local businesses. Here, the program would raise money locally and get more than a one to one match from the city. We would need to raise $50.000 per year in the community to receive a matching $72,000. 3. Hillsdale needs an economic revitalization. There are 6 empty store fronts now in Hillsdale. To pass, it is necessary to add the HNA endorsement to that of the Hillsdale Business and Professional Association and the Hillsdale Community Foundation. 4. Donations would be predominantly from property owners, not residents. 5. Vote: The motion passed. a. 15 voted in favor b. 4 opposed c. 7 abstentions C. Terwilliger Parkway Update and Request for Support: Doug Weir. There has been work to install interpretive signs on Terwilliger. A letter of support from the HNA is requested. The sign would be located near the bathroom at the top of 1. It was moved that the HNA send a letter support for the installation of an interpretive sign on Terwilliger Parkway at Hamilton Street2. The motion passed unanimously.
3. Doug Wier will draft the letter and send it to Robert Hamilton and Sheila Greenlaw-Fink D. Solarize Sourthwest: Vincet Pimmont and Ron McDowell. The Solarize program was started by the city in the Southwest about a month ago (about a year ago in Southeast). Connecting with neighbors and purchasing solar equipment collectively allows bargaining power and the possibility of negotiating a lower price. A commitment for solarization is sought by May 15. There will be four solarization workshops in SW:. 1. March 24 : 6:30 to 8 pm – 2. March 31: 6:30 to 8:pm – 3. April 5: 6:30 to 8 pm – 4. Sat April 10: 10:30 to 12:00-- 5. April 22: 6:30 to 8:00 – III. Standing Committee Reports A. Schools: Michael Reunert (see below) B. Transportation Issues: Don Baack, Arnie Panitch. Trimet will make the following cutbacks in our area: #1 C. Land Use Notices & Issues: Glenn Bridger, Wes Risher, or Mikal Apenes. Consolidation of two lots in D. Hillsdale Buisness & Professional Association: Richard Garfinkle E. Hillsdale F. Hillsdale Foundation: Rick Seifert G. Nonprofits: Sheila Greenlaw-Fink H. SWNI report: Carolyn Raz or Glenn Bridger. The same parks presentation we had was also at the last SWNI meeting. Neighborhood clean-up –old furniture, prescriptions – Saturday May 5. Fire station 18 on SW 30th has been funded for a number of upgrades. You must have a permit from the city to fell a tree on your property. The schools’ committee reported that there is a need to recycle and compost garbage from school cafeterias. As the garbage collection contract is up for negotiation, the city is trying to include composting in the contract. A letter was sent in support of zoning Holly Farm park residential rather than conditional use. SWNI has 8 microphone systems that can be used for walking tours to be loaned. IV. New Business and Announcements A. John will take over as head of the Bylaws committee for HNA. B. Trimet Service Cuts: Arnie Panitch See IIIB above. C. Cheltenham Drive, Cheltenham Street, and Pendleton Intersection: John Narizny. It is moved that the Hillsdale Neighborhood Association support the removal of the traffic island at the corner of SW Pendleton Street and SW Cheltenham Drive, and specifically that the Hillsdale Neighborhood Association ask Southwest Neighborhoods, Inc. to urge its removal and make such request to the city of Portland. The motion was seconded by Dyke Vandenberg. 1. Discussion a. The city did well to put up signs and street markers. Those add to safety. There is no record of accidents. However, the island creates a danger. Drivers can no longer maneuver into a position so see if a safe turn can be made off of Cheltenham Drive. Thus the island reduces visibility and trucks (like garbage trucks) can no longer maneuver around the island. b. There is a petition with over 100 signatures. The petition, a letter and evidence detailing the hazards created by the island, and a petition requesting the island’s removal will be sent to the city. c. It is possible that the city was trying to protect cyclists on the Westwood bike corridor. d. The city’s process did not consult or even inform neighbors. e. The residents do support improvements on the intersection, with consultation and consensus, but not the island. 2. Vote: 18 in favor, 2 opposed, 6 abstentions. The motion passed. V. Adjournment: It was moved and seconded to adjourn at 9:00. The motion passed unanimously. School Report, from Michael Reunert The big news at PPS is the High School redesign process. The proposed plan will include a number of comprehensive high schools + some magnet schools. The board will vote on the proposed plan on March 8. Bicycle Update, from Michael Reunert On the bicycle front, we are moving forward with the OM Base site and hope to start construction this month. We have incorporated feedback from the community for the Baker & Spice/Food Front site and have held preliminary meetings with Ardys Braidwood. Another meeting is planned to review the final plan with Ardys and discuss financing. Public Safety, From Stefanie Adams A police officer will be assigned as the neighborhood liaison to attend uyour meetings beginning in April. Based on our conversations, I am asking the Seargent to schedule an officer at your general attendance meetings during odd months.
