HILLSDALE NEIGHBORHOOD ASSOCIATION
MEETING MINUTES
6 August 2008

I. The meeting was called to order by Don Baach at 7:05.
A. Greeting
B. Introductions
C. Approximately 14 present.
II. Approval of Agenda: The agenda was approved with the following additions:
A. It is proposed that HNA join the three PTA’s – Rieke, Gray, Wilson
B. It is moved and seconded that the HNA join the three PTA’s. The motion passed unanimously.
III. Review of July 2008 Meeting Minutes--see Hillsdale web site (http://www.hna-pdx.com). The minutes were not yet posted. They will be approved next meeting, together with these minutes..
IV. Bylaw revision: Proposal to increase the number of directors from 7 to 11.
· “Article V Board of Directors: Section 1 Number. There shall be seven (7) directors on the board, including the officers, with power to vote on measures before the board. There may also be other, non-voting members who are not directors.”
It is proposed to change the number of directors from 7 t0 11: New version:
“Article V Board of Directors: Section 1 Number. There shall be eleven (11) directors on the board, including the officers, with power to vote on measures before the board. There may also be other, non-voting members who are not directors.
The motion passed by consensus.
We will number the positions 8,9,10,11. The even numbered positions will have 2 year terms, the odd number positions will have 1 year terms the first time, two year terms afterward.
V. BES has completed replacement stairs completed on Urban Trail 3 between Barbur Blvd and I5 in Himes Park. BES has closed Trail 5 to clean up a large mess under the Terwilliger Bridge, trail will be open after 6pm until 7 a each morning 6 days a week, and all day on Sundays.
· It is moved and passed by consensus that a letter of appreciation for Urban Trail 3 stairs be sent to BES.
VI. Results of Hillsdale logo selections process. Do we as a neighborhood want to officially adopt the logo? Rick Seifert. The HBPA has voted to adopt the logo that appears in the Southwest Connection, page 3. It was designed by Christine Rains. The neighborhood will look at logos that Aloha has and some others. Many have hills and similar motifs. Don will put all of the possibilities on the web site so that we may see them.
VII. Update on the Solar Panel installation permits. Meeting August 15, 5:30 pm at the Watershed.
VIII. Update on the Community Gardens at Stephens Creek. Two executives from Parks walked with members of the HNA. They understand what we would like. They are not in favor of the zoning change. They would like to figure out another way of achieving the Community Gardens by changing the wording of Open Space zone descriptions rather than a zone change. It is suggested that Farmers Markets be added to the description of Open Space as well. Another complication is that Stephens Creek has a preservation area rather than a conservation area meaning that there are constraints about community gardens –for instance, there must be assurance that the gardening will be organic in order to protect river run off, etc. (Open Space zoning means that the space is not for building buildings.)
IX. Discussion of the planning effort which will be getting under way the first of September; what would the Hillsdale Neighborhood like to get out of the process? What do we need to do to be sure we get the desired results? There will be two walk arounds with consultants to look at ‘opportunity sites’ in Hillsdale and give them an idea of urban trails. (One has already happened, but there will be two more.) Tuesday August 12, 11:00 at Baker and Spice. It would be helpful to have more representatives of our community –the walk around will give the opportunity to show what we appreciate and what we would like to see. August 20th, 8:00 am at Baker and Spice there will be a second walk with Metro representatives. Additions to agenda for these walks:
A. Triangle
B. Increasing Public transportation consistency and reach to some areas that are underserved (55 and 51 routes). [e.g: mini-buses, jitneys, Zip Car, public electric cars, street cars (?) tie in to renewable energy]
C. Undergrounding of wires and transformers on Capitol Highway through Hillsdale.
D. Extension of DeWitt park to SW Sunset to have a ‘mini-civic’ plaza with the civic institutions that border the area. (Chestnut Hill neighborhood association in Philadelphia has broken ground in the area of local governance that would be work checking out.)
E. Parking in off peak hours on Capitol Highway.
F. Signage with regard to parking and businesses in order to create standards and more visual unity in Hillsdale Town Center.
G. Parking management –examine zoning on Wilson property with the goal of managing property.
H. Get cash-flow to get someone to look at and manage parking and schedule events.
I. Getting a building for our community where we can, for instance, have HNA meetings.
J. Get funding for a Hillsdale Town Center manager. Maybe we can get a grant because there are many foundations that support community building. SWRL has a part-time person who is managed through SWNI, but paid for by SWRL.
K. How do we get a road-map for all of the planning that we have done?
X. Governance: Ideas for changing the way the City of Portland deals with neighborhoods. Some have expressed ideas about this. Bring your ideas.
XI. It is moved that we write a litter to ODOT, asking that the Vermont Bridge and the Newberry Bridge on Barbur, requesting that “climbing” bike lanes be painted. It is seconded.
XII. It is moved and seconded that one of the new board members (publicity officer) be responsible for signage throughout the neighborhood announcing HNA meetings. The motion passed.
XIII. HNA Organization: Don does a huge amount of clerical work. Could an employee manage some of that? Discussion included that the secretary (Philippe) needs to take on some of the clerical work. Also, one of the new board members could have a designated title that would include helping some of these clerical duties.
XIV. Pancake breakfast: 650 people. The lines were long. The breakfast broke even. The book sale raised (net) $4300.00.
XV. HNA, with SWNI, has provided insurance for the pancake breakfast. Do we want to co-sponsor it? Does the pancake breakfast need to have HNA for insurance? If we became involved, we would have to be ready to be a strong working presence at the breakfast. HBPA has been doing this breakfast for about 32 years, so they may prefer to keep the breakfast under its purview.
XVI. NET Teams (response in case of a large scale disaster): 35 to 40 people in the neighborhood are trained by the fire department for NET. There are 4 to 6 people now trying to recruit more people. There is also an effort to create activities that will generate interest and participation. The goal it to get 100 to 150 people trained. Net training runs every other Saturday for about 4 Saturdays.
XVII. Sidewalks: Sidewalks on Chestnut, from just past 7th, almost to Terwilliger are going in.
· It is suggested that we thank the people who paid for these sidewalks along their property, and also to highlight what was done.
XVIII.Announcements and new business adjourn.
