Hillsdale Neighborhood Association Meeting
3 December 2008
I. The meeting was called to order by Don Baack and Duane Huntington at 7:00.
A. Introductions (Favorite restaurant in Hillsdale)
B. Approval of Agenda – It was moved and seconded to approve the agenda. The motion passed.
C. Approval of Minutes– It was moved and seconded to approve the minutes. The motion passed.
D. Approximately 33 present
II. Trimet update on proposed changes for line 39, and other Trimet issues: Jon Joseph.
A. Introduction of Dan Marchand – planning for Trimet. Jon and Dan travel in pairs to avoid misquotation.
B. Mall work downtown is finishing. Traditional bus routes will be reestablished May 24. In end of September, Max train lines be completed and fully operational.
C. Changes based on peak period and mid-day period ridership will be made on routes:
1. Line 1: It is proposed to ‘stub’ the line –from 9:00 to 3:00, the bus will no longer go downtown due to low ridership. Instead, it will connect with line 12 at Fred Meyer, and line 12 does go downtown. No changes during rush hour or Saturday. It will continue to Burnside and come up 5th. Riders did not propose much negative feedback to the proposal when they were interviewed.
a. It is proposed by HNA that the drop off be in front of Fred Meyer, then come back up Custer and 13th to do the layover behind Fred Meyer on Bertha.
b. HNA questions: is there any interaction with Fred Meyer to integrate bus and transit center plans with the Fred Meyer construction?
c. HNA suggestion: think holistically. Integrate Trimet, city, PGE, NW Natural, etc. in order to plan together with development and modification in order to economize by working together rather than being at odds. Trimet: this type of thought is done as much as possible, but politically, our society isn’t there yet. HNA – this is happening with “The Portland Plan.”
d. Suggestions: coordinate the 1 line with the 44 and 56 in downtown stops.
2. Garden Home: One Max car will run a shuttle route between 4th and 5th. This will help people make connections without having to wait too long.
3. Line 39: There are no further changes being considered for the 39 line. We will set up another time to discuss the 39 line and the closure of Terwilliger.
III. Speed bumps on Capitol Hill Road: Lisa Broten. People drive very quickly on Capitol Hill Road – sometimes more that 25 miles per hour over the speed limit. The intent is to canvas all people in the neighborhood and try to get people into the HNA meeting. Efforts are being made to publicize, address the city, raise funds for bumps through grants, etc. Part of the problem is that this a street that needs traffic calming, but it is also a relatively important corridor. Given the economy and the cost of other solutions, traffic calming is really one of the best options.
A. HNA suggestion: Are there other, cheaper forms of traffic calming? Narrowing traffic passage is one approach. However, none of these approaches are as cost effective as speed bumps. The problem is that this is a ‘collector’ street rather than a neighborhood street.
B. It is moved that the HNA endorse the Capitol Hill Road speed bump effort. The motion is seconded. The motion passed unanimously.
C. It is moved that the HNA support the Portland Bureau of Transportation work for traffic calming and the continuation of these efforts, with the provision of funding for them. The motion is seconded and passed. Glenn Bridger will write the letter.
IV. Safe Routes to Schools – Mark Lear. Portland has been participating in the Safe Routes to School Program for four years. It serves a number of schools in Southwest Portland. The move away from biking and walking to school has been linked to the growth in the obesity epidemic. The Safe Routes to Schools has lowered the epidemic in the areas where it has been implemented. An extensive printed report was presented on what has been done, short term plans, and long term plans. Mr. Lear encourages that comments be sent to PDOT Safe Routes to Schools.
V. City of Portland letter re: economic stimulus. Mark Lear. Tabled until next meeting
VI. Alternative designs and/or treatments for the east side of Sunset just north of the Library: Peter Fry. It is suggested that paths be developed along Sunset rather than sidewalks. Mr. Fry would like a variance from the requirement that sidewalk be installed on the part of the streetscape he is developing. Mr. Fry will return with more ideas next meeting.
VII. Status and future of the Rieke Soccer Field: Marlys Mock (PPS) and Bob Downig (Portland Parks).
VIII. Wilson High School report. Ally, Travis and Emma: This week, starting Friday, until the 19th of December, Wilson students are fundraising for planning a winter party through the Sherriff’s department for children who will not have the opportunity to celebrate the holidays. One of the fundraising activities is to allow personal messages on the reader board on Vermont. There is also a fundraiser for “Invisible Children.” They are asking for advice about more ways to raise money.
· It is suggested that the students set up a table at the Farmer’s Market and also the Hillsdale Holiday Sing, and the Chili Feed.

X. Schools’ committee report
XI. Hillsdale merchants – support for them during the economic challenges. There is advertising for businesses and activities in the Hillsdale Connection. Mr. Roach asks that the neighborhood try to focus its shopping and patronization of businesses locally. The merchants would be most appreciative.
XII. Hillsdale Community Foundation: Meeting in December to fill positions and also continue to work on non-profit status.
XIII. 2:30 tomorrow, City Hall -- protest the placement of cell phone antennae on utility polls in Hillsdale. One went on a poll in Sunset.
