HILLSDALE NEIGHBORHOOD ASSOCIATION MEETING MINUTES 7 May 2008 I. The meeting was called to order by Don Baach at 7:01. A. Greeting B. Introductions C. Approximately 45 present. II. Approval of Agenda: The agenda was approved with the following exceptions: A. 10 minutes were added to IV, extending the meeting time by 10 minutes. B. Cell tower discussion has been put off until June C. Naito Parkway discussion has been put off until June. III. Review of March 2008 Meeting Minutes--see Hillsdale web site (http://www.hna-pdx.com). The minutes were approved. IV. Continuation of pedestrian connection between SW Seymour and SW 25th – Duane Hunting. A. Robert Hamilton moves that the Hillsdale Neighborhood Association supports the continuation of a pedestrian connection, utilizing the existing right of way, between SW Seymour Dr. and SW 25th Ave. along SW Seymour Street. B. In support of the motion 1. The passage to SW Seymour creates an important walking connection for residents, especially on school and Farmers’ Market Day. 2. A resident has used the stairs for 15 years. 3. If it is a right of way, the land should have become a street, and it is therefore public property. However, the passage needs to be safe –that space is then invigorating as people exercise, go to work, go to school, and go shopping. 4. It is public property, so why aren’t the stairs on the public right of way? 5. We have public right of way that the public has the right to pass through. It is important that we not set a precedent of disallowing pedestrians to pass on public property. 6. Five emails were sent in supporting the trail, and 26 signatures were gathered on a petition C. In opposition to the motion 1. The connection is not historical. The stairs were always on private property. 2. A resident opposes trampling on the property rights of the owners whose properties abut the area. 3. The stairs were private, and should have never been used. The people who live on the street don’t want the passage. The time saved by walking Seymour rather than 19th is 5 to 12 seconds. 4. The stairs that were built were not safe and provided a liability for the abutting property owners. 5. In order to bring up a stairway –it would necessitate a large amount of money for handrails and a stairway up to code. 6. Four emails (one of these was a letter that was then responded to via email) were received against the motion. D. Liability. Liability is not clear. It is different for different types of trails. E. The vote: 27 voted in favor of the motion. 9 voted against the motion. 1 abstained. F. It is asked that hikers consider private property owners and respect their privacy when they hike –and not look in windows or over fences. There was general support expressed for this request. V. Portland Parks and the removal of Norway Maples in Himes Park. They are invasive and Portland Parks is going to take them out. They want to inform the neighborhood and to hear any objections. VI. Neighbor’s care of SW 5th and SW Miles intersection above A-Boy Hardware at the top of the stairs (along but above Barbur). Martha John: ODOT is willing to have neighborhoods take care of this type of space. They will even help. There are a lot of little spaces like this that can be maintained, and ODOT is willing to help. The HNA applauds (literally) Ms. John’s work. · Bertha and BH Highway and Capitol Hwy. There is a triangle in this area that needs attention. · Just past the coffee shop on Capitol Highway, where Nebraska St. was diverted, another garden opportunity exists. VII. Persentation by Sandra Walden presentation and preliminary discussion on Bertha Court and solar array (proposal originating with HNA and the City of Portland. Ms. Walden’s company, Real Energy Solutions, and schools have been investigating how to do an initial installation for public schools so that this installation might provide information to encourage further installations in other public schools. After six years, the school can buy the installation at a reduced price and benefit from the energy it produces for free. The installation will be at Reike, and will be a 100 Kilowatt installation. It needs to be installed by December to benefit from the government’s energy tax credit, or else the project will be delayed until the government renews the credit in 2009 –the renewal is expected. A specialist is provided to give teachers information about solar energy and carbon credits. Maintenance and operational oversight will be provided. A. Investors are varied. B. Corporations in Hillsdale or with affinities for the area are sought who might want to help. C. Vandalism: a fence will be placed around the installation to make it as hard to get to as possible. Panels will be locked to the framework. Also, insurance will be carried. D. Appearance: the installation can be industrial, or it can be adapted to be more aesthetic. The goal is to make it as aesthetic as possible. E. For the school to receive the benefit of metering, it must be on the school property. F. The footprint: 50 feet down the slope, and 100 feet along the slope. It will be placed on the hill long Bertha. The fences will be 10 feet outside of that so that they don’t shade the panels. VIII. Increasing involvement in HNA, possibly by holding a meeting at the Farmers Market on a Sunday. Also, it was proposed that meeting involve break out sessions for groups to work on projects and report back to the group. A. Farmers’ Market. A lot of business gets done there. Since not many people come to the meeting, maybe taking the meeting to people might help. A small sound system might be needed in that setting. A day meeting on a weekend might be more accessible to families. B. A presence, rather than a meeting, of the HNA at the Farmers’ Market might also be an option –maybe a booth where people could give suggestions and propose questions or ideas. IX. Update on the Hillsdale Working Group, RFP is out for planning effort this summer. It continues to meet once a month with Brian Sheehan, designated planner form the bureau of planning. The group is focused on organizing and choosing a contact to facilitate a planning charette. There will be a meeting with PPS. X. Rieke softball field fence and PPS moves to keep SW residents informed of upcoming developments on PPS property. About two weeks ago it was learned that the soft ball group would build a fence along Rieke. The HNA asked that the fence be removable so that we could have access to the field for concerts. Removable fences are not possible, but they will be designed so that there can be community access. However, sledding will be compromised. XI. Preliminary presentation on the possible cell phone tower on Wilson HS Campus. XII. BES and the CIP budget including ditch to trails along our streets and partly restoring the creeks in the bottom of some streams where we now have combined sewers. As Don Baach understand the impact, the removal of 60 feet of creek bottom would be necessary to take out the 30” or 36” pipe and replace it with a man made stream and a smaller sanitary sewer. A new storm sewer pipe would carry the runoff to the river down one of the streets. XIII. Appointment of nominating committee: Glenn Bridger and Philippe Kreiter. A. Vice president: Currently Duane Hunting B. Treasurer: Currently Vincent Pimont C. Board: Currently Rick Sieffert XIV. Motion of support for the pedestrian connections from Terwilliger to Barbur north of Chart House and from the Marquam Trail to OHSU, and from Fairmount east to Marquam Trail. These routes help people to walk to OHSU and get them off of busy streets, making it a pleasure to walk. This will also help Hillsdale residents to get to the buss on Barbur, South Portland folks to get to work at OHSU in a much better, safer and faster manner. A. The HNA Board moves that a letter of support be sent to Portland Parks implementing pedestrian connections from Terwilliger to Barbur north of Chart House and from the Marquam Trail to OHSU, and from Fairmount east to Marquam Trail. The Board unanimously passed the motion. Affirmation will be sought at the HNA meeting. B. The HNA affirmed the motion unanimously. XV. Support for letter to Adams, BES asking steps be replaced to SW Trails standards on Trail 3 between Barbur bridge and I5 bridge that were destroyed by BES in March. It will be 2 years before the construction on the Iowa struction commences, and another 2 years of constructions. We will meet with ODOT soon to talk about the construction and impact on Hillsdale/South Portland/SW Trails and what we would like in the way of mitigation. A. The Board moves that a letter of support be sent to Sam Adams, BES asking that steps be replaced at BES expense using new materials and built to SW Trails Standards on Trail 3 between Barbur Bridge and I5 Bridge that were destroyed by BES in March. The Board unanimously passed the motion. Affirmation will be sought at the HNA meeting. B. The HNA affirmed the motion unanimously. XVI. CPAH introduced their facility and what they are planning. The apartments are fully occupied and there is a waiting list. A sense of community is being built. The building is very green –including dual flush toilets. The HNA thanks CPAH for the hospitality tonight. CPAH seeks input and participation from the community and will answer questions. Please visit the web site: cpahinc.org. XVII. Light Up Hillsdale: We are within $1000.00 of collecting our $21,000 commitment. XVIII.Defer to June: Discussion about Hillsdale Neighborhood Policy regarding South Portland recirculation plan. XIX. Jerome Sears Armory: a meeting to plan the future of the site will be held there May 8th. Proposals: A. CPAH proposes mixed use housing and significant community space for meetings and events. A green amphitheater is also proposed. B. A high school has been proposed. C. A City of Portland Transportation Depot XX. Hillsdale to Lake Oswego Trail bridge/signal and trail planning. The City will look again at PDOT to see if it can be a signal at the site, or if there will have to be an underpass. If it is an underpass, the committee will work to make sure it is tall enough for an adult to stand upright there. XXI. ADA curb cuts are going in in the Wilson Park area. These were requested 2 years ago by HNA, and they are finally going in. XXII. Announcements and new business adjourn. A. 9-1 this Saturday, SWNI neighborhood clean-up. B. Litter patrol: 9:00 am – May 10 at Portland Christian Center on Dosch Road. Clean up will be along Capitol Highway, BH Highway, Multnomah Blvd. Pizza is provided for volunteers. C. Yard debris, bulky items, can be brought to Portland Christian Center on Dosch Road. . Also, William Temple house will be there to collect reusable items. Tires can be brought and electronics for recycling (fee required). Saturday May 10, 9:00 AM. D. A trail now exists connecting the bridge from Boundary to Robert Gray to the dog off leash area. E. The crossing at Sunset and Capitol Hwy is extraordinarily dangerous. The city is being asked to change the configuration so that the right turn lane on Sunset also accept cars crossing the intersection and that the left lane be only for left turns. Also, the city has been asked to reduce the speed limit on Capitol Highway to 25 MPH. A school crossing with flashing lights and a left turn signal are needed. XXIII.
