Meeting called to order at 7:03 PM Approximately 25 present: I. Approval of Agenda . Addition: Samara Godsil will discuss use of office space in the watershed. Announcements will be added at the end. The agenda was approved. II. Review of Oct 2007 Meeting Minutes--see Hillsdale web site ( http://www.hna-pdx.com). The minutes were approved. III. Request for a letter from the Hillsdale NA to Dan Saltzman asking Portland Parks to purchase property around Chart House and East end of Himes Park using funds provided by the Metro Bond Measure. Also request purchase of right of way for Red Electric from River to Washington County. The board has approved a motion that we ask Metro to focus on the purchase of these properties. IV. Brief review of draft presentation of Nov 29th (Thursday) Metro meeting "Hillsdale the Model Town Center" Wes Risher. Metro will be at Wilson High School 5:30 to 7:30 pm. for this meeting. There will be a panel for questions following the presentation. There will be an overview of the history of the achievement of ‘Town Center’ status of Hillsdale. The ‘Town Center’ is 10 years old this year. Successes and barriers to success will be examined. V. Status of fence complaint at Hessler on Northwood. Other Hillsdale Land Use Issues Duane Hunting. The fence: The chain link fence sits to the Northwest of Northwood. The houses to the east are higher elevation. People in the neighborhood have complained about the fence. It is not known if the fence is on the right of way. Also, height compliance needs to be studied. VI. Sam1ra Godsil, Southwest Community Health Center –The Center is a non-profit that takes care for people, pre-natal to pediatrics to geriatrics. The center has less than 700 square feet. The center hopes to purchase one of the office spaces in the Watershed. They are writing grants to Providence and Schnitzer foundation. They are trying to raise $710,000. If they can secure the grants, they hope to move in early next year –they could then triple capacity with 4 examination rooms and 2 consultation rooms. It is moved that the HNA write a letter supporting the SWCHC in seeking grants. VII. Letter to Metro regarding transportation priorities--Barbur vs other projects in Portland. Glenn Bridger , Halo LID progress Wes Risher: 56.3 million were allocated to 5 projects for the 17 SWNI neighbourhoods. Projects: A. Capital Highway from Multnomah to Taylors Ferry – Sidewalks, etc.- 9.6 million B. Garden Home project: 12.9 million. C. Hamilton from Dosch to Scholl’s Ferry – 12.4 million. D. Stephenson – 3.8 million E. Red electric trail – 17.6 million. F. The board has approved a motion to support shifting the money for Garden Home and that for Hamilton (25 million) to two projects on Capitol Highway –complete the plan from Burlingame to Terwilliger and at the Hoot Owl corner—and Barbur –to upgrade streetscape. G. It is suggested to add that the 250 million for the Lake Oswego streetcar be redirected to our major arterials. None of them are up to standard. Southwest has 45 % of the cities substandard streetscapes. 46% of our arterials are substandard. VIII. Update of “The Watershed” Project -- Martin Soloway A. One potential buyer – SWCHC B. Potential buyer for the other space: Affordable Housing C. Completion: November 30 D. Open House: December 9: 10:00 am to 3:00 pm. There will also be a chili feed to raise money for schools. Neighborhood organizations are welcome to have tables to advertise themselves there. E. Money has been raised by the neighborhood to get water fountains and the illumination of the signs. The last remaining piece is the illumination of the cylinder at the top. (The neighborhood still needs to collect money toward rebuilding HBPA funds and completing the funding of the lighting. F. There is still the need to collect books, cards, games, craft items, needlecraft items, and other items for the common living room for residents. There will be a library and activity area. IX. Report on meeting on November 6th at the Convention Center to gather input from the community on school facilities. A. Wilson meeting with the community: Jan 16, 6:30 to 9:00 in the Wilson cafeteria. There, the board will gather community input as they plan for the improvement of facilities to make buildings more efficient, environmentally friendly, and cost effective to operate. B. There was a strong emphasis on community values and community input. Also, important topics were the preservation or historic buildings, and the incorporation of community components in buildings. Also, an important topic was smaller schools and smaller class size. C. The new Superintendent of schools was at a SWNI neighborhoods meeting. X. Information on the football field lights at Wilson HS -- they apparently were installed without permits from the city of Portland. More efficient and cantilevered lights could be installed. XI. School committee: There have been walks in the area of the schools looking at improvements that need to happen. One area of concern is at least a crosswalk across Chestnut at 13th to Rieke. XII. HBPA Report - Richard Garfinkle or Rick Seifert. Preparing for the book sale and Chili Feed: December 9. XIII. SWNI Report Carolyn Raz or Glenn Bridger –well used picking up of trash and recycling. XIV. Report on the ditches to swales (trails) committee. Don Baack Nothing to report XV. Umbrella sales continue, bring your $20 to the meeting to buy your pedestrian yellow and clear panel umbrella. Be prepared for the rains coming this fall! XVI. Report on the results of the Burchfield PDOT meeting on crosswalks and speed limits. Don Baack Recommendation for the reduction of speed limits to 25: Capitol Hill Road, 30th from Vermont to BH Highway. Capitol Highway from 25th to Burlingame, and the crosswalk at Chestnut across Bertha was approved. There is also attention being paid to the need for crosswalks on Capitol Hill Road. XVII. Update on progress of evaluation of Stephen Creek Community Gardens . PDOT approved the entrance off of Bertha (at Chestnut). To the left of the kiosk is a level piece of ground. A community garden of 15 to 17 plots could go in there. There will have to be two ADA parking spaces. It looks like there is a good possibility that the gardens will be approved. XVIII. Announcements: A. Arnie Panitch was on a focus group for the Wild Oats store. B. There is discussion about a coop and Trader Joe’s being asked to consider the site. C. Tours of the airport at 1:00, 2:00, 3:00 on Saturday, 10 November, at the max stop at the airport. Call Port of Portland and ask about the airport tour. D. Saturday, Nov. 17, 10 AM, Multnomah Arts Center: Senator Jenny Burdick is having a town hall meeting to seek input on hand guns, Oregon’s tax system, and other issues with the 2007 session as she prepares for 2009. E. There is talk about a gas tax increase for transportations programs on the state level. F. Wilson: Winter fundraiser for Christmas presents for kids in transitional schools and battered women’s shelters. This year Wilson will seek community involvement to gain access to greater funding. The fundraising will be the last week of November and the first week of December. G. Wednesday, 14 November - 7:00 Hollywood Theatre: Documentary – Passion for sustainability. H. Jessie is leaving as the connections editor for a job at the Beaverton Valley Times. I. Starting today, there is a south waterfront transporation committee. It is looking at Naito Parkway and the transportation issues that are facing the south area. XV. Old Business XVI. New Business XVII. Adjourn. The meeting was adjourned at 8:50. |
