Hillsdale Neighborhood Association Meeting Minutes June 6, 2007 I. The meeting was called to order at 7:00 by Don Baack A. Welcome B. Number present Approximately 27 II. Approvals: A. Agenda: It was moved and seconded to approve the agenda. The Agenda was approved. B. Minutes: It was moved and seconded to approve the May minutes. May minutes were approved. III. Neighborhood action on proposal to reduce speed, reduce accidents, reduce pedestrian accidents, and reduce the seriousness of pedestrian injuries by installing speed bumps from Terwilliger to SW Bertha along SW Chestnut and SW Vermont. Robert Hamilton: 81% of residents signed a petition for a traffic calming project (speed bumps- to be paid for by the city). It is moved that the traffic calming project proposed by the city of Portland be supported by the HNA. The motion passed unanimously. IV. Proposal to reduce speed limits to 25 MPH on SW Capitol Highway and SW BH Hwy SW 21st to SW Burlingame Ave, SW 30th BH Hwy to Vermont, SW Capitol Hill Road and SW Bertha Blvd Barbur to Capitol Highway--Robert Hamilton: At the last meeting we tabled a motion to approve the reduction of speed limits as stated above. It was discussed by the HBPA and was passed with the understanding that it will be a joint proposal by the HBPA and the HNA. A. It is moved and seconded to remove the motion from the table. The motion passed. B. The motion stated in IV passed unanimously. V. Update of “The Watershed” Project -- Martin Soloway. The project is on schedule. The south building will go up one more floor, and the north building two more floors. The tower will then begin to be built. It is proposed to have the sign on the tower say “The Watershed” visible while departing from Hillsdale, and “Hillsdale” while approaching Hillsdale on BH Highway. The default is that both sides say “Hillsdale.” There is effort to see how funding can be found for lighting the tower and the sign. The goal for the lighting is for it to be off the grid –photo-voltaic. Also, a new vendor is being sought to mow the lawn along BH highway. There are still no prospects for the commercial condo. There is a waiting list of 55 for apartments, yet only 50 apartments are available. VI. Officers Nick Ramona, Jasmin Crowley, and Z. Lai. Work the Southwest neighbourhood from Central Precinct. The officers are here to answer any questions we might have regarding crimes in the neighborhood and they want to know about concerns of the residents of the neighborhood. A. Regarding drugs and alcohol issues: Police can intervene, but going to the hospital or facility has to be voluntary, and space has to be available at the facility. Otherwise, the police don’t have much they can do. B. Neighborhood response team coordinator is Brian Hughs. He is stationed in at Central Precinct. C. The HNA expressed concern about the speed of cars on Capital Highway at the intersection where cars go onto BH Highway, and also on Bertha Blvd from Chestnut to Vermont . D. For traffic concerns, call the Traffic Division. E. Michael Boyer works at the mini police office at the Multnomah Arts Center. He is there M-F 8 to 5. VII. Proposal to build a Kiosk along Terwilliger Parkway Anton Vetterlein of Friends of Terwilliger: The “Friends” are prosing the building of an interpretive sign at the top of Hamilton Street. The rationale is familiarizing people with Terwilliger as a parkway. It is also proposed to build gateways, eventually, to focus on the area’s identity as a parkway. The park ends where Terwilliger arrives to 7th. The sign will also provide information about the watershed from Charthouse to Hamilton. We are asked to support the proposal and be listed as a partner. A. Suggestions: Include Himes Park. Include the part on SW trails map, and put together a map of the park. A two sided surface is suggested for the interpretive sign. B. It is moved that the HNA support the project and write a letter stating the support. The motion passed. VIII. Second annual (third actual) book sale on July 29 at the old Estby gas station. Donated books will be collected from June 24 to July 22, on Sundays, at the Farmers’ Market. All money goes to benefit the Hillsdale Alliance. IX. Hillsdale Neighborhood Emergency Teams (NET) report John Morris. NET’s are community residents trained by the city to be first responders in the event of a major catastrophe, where the fire and police departments are overwhelmed. There are 29 people trained in Hillsdale. We team with Hayhurst and Bridlemile. We are based at Fire Station 5. Anyone who would like to be trained is welcome to join. It is a 30 hour training. Talk to John Morris if interested. X. Hillsdale Land Use Issues Duane Hunting. There is a lot of response to a property division on 29th between Sunset and Hamilton. It is proposed to divide the lot in half, and build a residence on the back of the lot on a flag lot. The new lot would be 77X33, while the existing house would be on a 57X60 lot. The residents have taken strong opposition to the proposal. It is proposed that HNA send a letter opposing this division. Effect on the neighborhood, impact on the property values, and water issues are big concerns. There are many springs in the area and the fear is that the water problems that residents are currently having will be aggravated. A. It is suggested that issues of engineering and traffic are the only issues that would really be considered, not style of the neighborhood. B. It is moved to send a letter to Ruth Schreiber supporting the neighbors’ opposition to the division. The motion was seconded and passed. XI. Review of Bylaws--We will adopt changes next meeting. The city changed standard bylaws, and we changed the bylaws to reflect these changes. Also, boundaries were more accurately defined. XII. Election of Officers. A. Nominees: 1. Don Baach –Pres. 2. Duane Hunting – Vice 3. Vincent Piemont – Treasurer 4. Philippe Kreiter – Secretary 5. Robert Hamilton – Director B. It was moved to elect these officers. The motion was seconded. The officers were approved. XIII. Budget update on Hillsdale Planning Budget. The city budget includes money for Hillsdale Plaza planning and Town Center plan. Money was also added to make the pedestrian signal at Bertha Ct. cross all of Capital Highway. XIV. HBPA Report - Richard Garfinkle or Rick Seifert. There is support for the reduced speed limits. Also, neighborhood emergency teams and respond was discussed. The Estby gas station is still seeking DEQ sign-off. XV. SWNI Report Carolyn Raz or Glenn Bridger. A. The proposed reconstruction of the sewer going down Multnomah Blvd will impact the area with traffic diversions. SWNI and some neighbors have been meeting with Commissioner Adams on this issue. B. How do we improve some of our substandard major streets in such a way that the cost is not borne solely by the people on the street itself, but also by the people living two or three blocks in. C. Pressure is being placed for new development of every lot that is not developed. Redevelopment is being encouraged as well. Every piece of vacant property might be built upon. Some narrow, 25 ft lots are considered buildable, and more of this type of construction will happen. XVI. Update on status of Stephens Creek Walkway - 65 new steps were completed in about 3 weeks thanks to our many volunteers. Still waiting for building permit on the walkway, Parks is obtaining it. Stay tuned. XVII. Report on the starting work on the ditches to swales committee. XVIII. Umbrella sales continue, bring your $20 to the meeting to buy your pedestrian yellow and clear panel umbrella. Be prepared for the rains coming this fall. XIX. Fulton Park Community Center - Marsha Webber There will be a fall workshop on safety preparedness in September. XX. Update on progress of evaluation of Stephen Creek Community Gardens XXI. Hillsdale will be meeting to discuss having some music events in the Rieke bowl next summer. XXII. Community gardens. XXIII.
