Meeting Minutes
5 September 2007



I. The meeting was called to order at 7:03 by Don Baack
A. Welcome
B. Number present Approximately 17
II. Approvals:
A. Agenda: It was moved and seconded to approve the agenda. The Agenda was approved with the following additions:
-Introduce the new Wilson Student Representative to HNA
B. Minutes: It was moved and seconded to approve the August minutes. August minutes were approved.
III. Trudy Raz Pringle: The Raz family arrived to Portland in 1883 from Switzerland. They had dairy farms in SW Portland. They worked for other dairies until they bought their own dairies. The Raz family had the last farm in the city of Portland, sold in the 1980’s. Trudy’s father had been making trails for a long time. He opened one up in the 1950’s. He worked on the Stephens Creek trail in the 1970’s, and the neighbors did not like it at the time. The city said that the trail wasn’t up to standard, so Mr. Raz asked how much the needed improvements would cost, he wrote a check to the city for the amount stated. The city returned the check. Mr. Raz was passionate about trails and public access to beaches. Mr. Raz inspired Don Baack in a lot of the SW trails work. Ms. Pringle suggests naming the Stephens Creek trail the Raz-Baack crossing to suggest their cooperation and work toward trails in the area.
A. It was suggested that the name was a little cumbersome. The park is currently named for James Stephens. It was then suggested that we name the trail for one person, the crossing for another person, and the park for another. However, he finds the combined name compelling after learning about the two men’s history of collaboration. It is important to take the name to the city naming commission.
B. Another point of view: it was expressed that the two names together make a good name for an identifiable landmark.
C. The city suggested a $900,000 price tag for the bridge, trail, etc. However the work was accomplished for about $10,000.
D. It is moved to name the crossing “The Raz Baach Crossing”. The motion was seconded and passed.
E. There will be a meeting on Saturday to commemorate the park, trail, community garden, etc. at 11:00. Meet at Wilson, and the group will walk down.
IV. Rick Sieffert: The Watershed has some financial constraints and has had to make cuts because of rising prices. The three cuts that attracted attention were a drinking fountain at the corner of Bertha Ct. and Capitol Highway (cost $4100.00), a glowing light at the top of the tower that would be lit in the evening and at night by solar power, and the backlighting of the letters of “Hillsdale” on the marquis on the tower. The cost data for these will be provided by M. Soloway. The HBPA is looking for the possibility of funding one or more of these projects, maybe through SWNI and the Portland Alliance for Business Associations. Endorsements from the neighborhood association for these grant applications will be very helpful.
A. Another possible source for funding was identified: “My Home Town” through Hamburger Helper.
B. It is suggested to be careful about the grants that we submit to SWNI because we won’t get all of the grants.
C. It is moved that the HNA support Rick Sieffert’s efforts to obtain a grant through the Portland Alliance for Neighborhood and Business Associations for an illumination project. The motion was seconded and passed.
V. Arnie Panich. There is currently an action by the carpenters’ Union against the Watershed project, asserting that the dry wallers are not being paid standard wages. It was asserted that contractor Ron Russ was paying $10.00 per hour for a job that the union says is a $27.00 per hour job.
A. Martin Soloway added that there is no strike or action against the company. It is just information that is being disseminated about a dispute between the union and Ron Russ contractor. According the Walsh construction, the wage is $18.00, which is still below the union wage. The dispute is not with Walsh, but with a sub-contractor.
VI. Martin Soloway: Pre-leasing has started at the Watershed, so this is the time to sign up. Some people will move in during November, the rest in December. Where funding has been a problem, the priority has been first the livability for the residents and the protection and durability of the building. The commercial condominium has not been sold yet. CPAH (Community Partners for Affordable housing) is looking to buy one of the spaces to move into the neighborhood.
VII. City of Portland Awards. Spirit of Portland is an activity that has been going on for many years. It is an opportunity to recognize outstanding non-profits. Nominations can be made on-line or at the SW neighborhood associations office in Multnomah village.
VIII. Metro council will meet at Wilson High School Nov. 29 to talk about Hillsdale Town Center. See Rick or Don after the needing to talk about what a “model town center looks like.”
IX. Christine Appleberry: Fulton Park Community Center. Oct 6, from 1 to 5, there will be two speakers presenting a workshop on disaster preparedness. There will be resources and a mapping party to encourage block parties and getting neighbors to know each other.
A. It is suggested that the information be placed on the SWNI website (SWNI.org). Also, the URL can be sent to HNA to add a link on the web site.
B. There will be a packet stuffing party for the Portland Marathon on Sept 29 at the Fulton Park Community Center. Volunteers are needed.
X. Umbrellas for sale by the HNA. They promote pedestrian safety and cost $20.00 each. The umbrellas can be bought at SWNI, and will be credited to Hillsdale. Some will be available for sale at the October HNA meeting. XI. Rieke: With support from the community, town center, HNA, and HBPA, Rieke is now off the closer list. There are currently 319 students (20% increase). PPS provided two modular classrooms. Now there are three sections of Kindergarten. There will also be a part time music teacher, so there will now be a music program. Now the plan is to look at when there can be a bond measure for brick and mortar expansion.
XII. Wilson is looking at fund raising for revising the auditorium. Don Baach suggests that we think of more than just fixing the auditorium, but maybe thinking of it as a Hillsdale theatre, or similar type of venue.
XIII. Sept 18, 7:00 pm Bicycle Transportation Alliance meeting at the library in Hillsdale. .
XIV. Daniel Ronan: Nick Druscella, associate student Body President will not be the Wilson HS student representative to the HNA and HNA board.
XV. It was moved and seconded to adjourn the meeting. The meeting was adjourned at 8:27.
