Meeting Minutes
7 March 2007
I. The meeting was called to order at 7:03 by Don Baack
A. Welcome and introductions

II. Approvals:
A. Agenda: It was moved and seconded to approve the agenda. The Agenda was
approved.
Additions:
1. Sheds for pedestrians
2. Bylaws

B. Minutes: It was moved and seconded to approve the February minutes. February
minutes were approved.
III. Little hats on some light posts are for the city wide wi-fi. They are in
our neighborhood. We ask that Metro Wireless be advised so that they can make sure
that we all get coverage. It may be that reception in houses is not guaranteed,
but only if a work station is within view of a wi-fi antenna. It might be a
good idea to contact Metro Wireless and ask that an education session be set up
for our neighborhood.
IV. Review of street vacation at SW Seymour and SW 19th (Council Crest Drive)
and associated easement for pedestrians – Don Baack, Glenn Bridger, Gray
Haertig.
A. The benefit for the neighborhood association: legal pedestrian access from
SW 19th avenue to SW Council Crest Drive. Mr. Haertig proposes that the
neighborhood association support the vacation of the street property he
identifies and accept a pedestrian only easement from SW 19th Ave to SW Council
Crest Dr.
B. SWRL supports the proposal.
C. The easement will be recorded with the county to protect the easement in
perpetuity.
D. It is moved that the vacation be accepted as proposed on the documents and
maps submitted by Mr. Haertig and contingent on the pedestrian easement for tax
lot 3500. The motion was seconded. The motion passed.
V. Transportation Committee Report – Robert Hamilton.
A. Mintues of the committee meeting were posted today www.hna-pdx . On this site,
there is also a form for people who want to comment on
transportation/pedestrian issues.
B. Speed bumps are proposed along SW Chestnut and Vermont from Terwilliger to
SW 25th.
1. It was discussed that there might be other ways to slow traffic than traffic
bumps, such as stop signs. The transportation committee is asked to investigate
this possibility.
2. It is moved that we support the speed bumps on Chestnut and Vermont from
Terwilliger to 25th, contingent on the completion of the sidewalks along SW
Chestnut Street from Wilson High School to Terwilliger. The motion failed.
3. Robert Hamilton will ask Mark Lear to come to our next meeting and explain
what is intended. It is also suggested that Mark Lear bring someone from the
pedestrian division.
C. Safety Umbrella Project. The Northwest Neighborhood Association is taking
orders through its coalition office, and now through our coalition office.
During March, they can be ordered for $15.00. In April, they will go on retail
sale for $20.00.
As an association, do we want to get involved in this project? Until April, for
every umbrella sold, the association gets an umbrella. Holly will collect names
of those who wish to buy umbrellas during today’s meeting. It is suggested that
Holly go to the HBPA.
D. Mark Larroux, of SWRL, wants to improve bus transportation between Hillsdale
and NW 23rd and Burnside. It is moved that Robert Hamilton be allowed to
represent us in this effort. The motion was seconded and passed.
E. Bus line 39. The line is meeting and exceeding its goals. But weekends and
evenings are a problem. March 20, there is a meeting in Templeton Center at
Lewis and Clark, at 5:30 with Trimet about this route. There will be people
from Collinsview Neighborhood, Hillsdale, Lewis and Clark, and Trimet. Also,
Raz busses are competing with 39. It is suggested that Raz and 39 run at
different times. It is also suggested that the 39 line be integrated to the
plan for bus service to SW 23rd and Burnside. It is also suggested that the
list be extended to Tryon creek.
F. Bus shelters: There are some shelters, like at Sunset and Capitol. However,
there are no shelters at other places that we propose: Terwilliger and Capitol
Highway, and Bertha and Capitol Highway. It is moved and seconded that we
support these bus shelters. The motion passed.
VI. Update on under grounding in Hillsdale Town Center – Rick Seifert
A. Conduit for under grounding has been installed by the Watershed project by
PGE.
B. It is resolved that the Hillsdale Neighborhood Association supports the
city’s funding of under grounding utilities on Capitol Highway, in front of
Papa John’s Pizza, west across Bertha Court, and to the Bertha viaduct, as well
as under grounding new utilities on Berth Court. The motion is seconded. The
motion passed.
VII. Results of Wilson – Rieke planning meeting on March 3rd – Wes Risher
A. 44 people came to provide feedback and be informed.
B. The task is to translate and transcribe the information and see what issues
need to be pursued, approach the principal at Wilson for her input, see if
students from the architecture class might get internships with ZGF architects.
C. There is a need for discussion with PPS and Portland Parks to coordinate
programming for parks facilities and school usage.
D. The baseball field at Wilson is not suitable for play when it rains. The
synthetic soccer field is past its intended 10 year life span.
E. La Cross is rapidly growing in popularity and putting additional strain and
demands on soccer and baseball facilities.
F. There is a good chance that Wilson might replace windows, get a boiler
upgrade, get a lighting upgrade, and a new roof with public money.
G. An archway or entry way might be created at the mid block crossing, with
room for banners and announcements, with Hillsdale written on it.
VIII. Update of “The Watershed” Project – Martin Soloway
· The project is on schedule and on budget, still set for November opening.
Martin apologizes for the traffic disruptions; there was no time to adapt the
plan and the city did not consult the neighborhood association. The city has to
recommend or direct that the bicycle lane be closed and bicycle traffic
directed onto the sidewalk. Currently, there is no buyer for the retail space.
There is a need for more signage for cars to slow down on Bertha Ct and Bertha
St. By Papa John’s, there is a piece of plywood on the sidewalk on Bertha Ct.
The installation of a water fountain is being investigated.
· Naming of Bertha Ct – Rick Seifert: Possibilities still being investigated.
Also, investigating the possibility of naming the street after an intangible
idea: eg. Community Lane.
IX. Himes Park invasive plants (ivy and others) removal work parties March 17,
9:00 to 12:00, and every third Saturday thereafter. 11 People showed up at the
last work party.
X. Hillsdale Plaza Charrette & Planning: 2 Charrettes’ Results – Don Baack
XI. Hillsdale Triangle Master Planning Update –Duane Hunting, John Gould.
A. The proposal is in, and will come out the middle of this week or next week.
The first piece of the proposal was presented for Lance Johnson’s property. The
committee approved of his planning. Now, there is need for street lights,
power, a 7 ½ foot easement along the lot line for sewer. There are tree
clusters we want to save. Power and cable, etc. would be underground. The
reaction of the hearing officer was positive. There still needs to be a meeting
with other residents in the area to see if they are supportive.
XII. Other HNA Land Use Issues – Duane Hunting.
· The Christian Church (Dosch/Beaverton Hillsdale highway) has asked to put additional
cell tower antennae on the framework on top of their roof. It does not seem to
create problems. Concerns: Address Duane Hunting.
XIII. HBPA Report – Richard Garfinkle or Rick Seifert.
A. Quite a bit of time was spent on under grounding.
B. A crime liaison person will be at a meeting in the ReMax building on Monday
at 3:00 to discuss the problem that the businesses have with the bus stop at
the corner of Sunset and Capitol Highway. The problem is ‘unbecoming conduct’
in front of ReMax.
XIV. SWNI Report - Carolyn Raz or Glenn Bridger.
A. SWNI approved an application for membership into SWNI by SWRL.
B. The parks community and SWNI want to extend Wilson Pool opening though
September rather than ending on Labor Day.
C. The Sunset and Capitol Highway bus stop behavior problem was raised at SWNI
as well.
D. SWNI is opposed to the corporate naming of parks.
XV. Update on status of Stephens Creek Walkway: work may be able to begin on
the stairs in April – Don Baack.
· Work will begin on the walkway and the stairs. The stairs will happen next
month, the walkway, hopefully, by June.
XVI. Progress of Grant Work on Hillsdale Alliance & HBPA Web Site – Rick
Seifert.
A. Saturday, at 12:30, the website committee will meet at the library.
B. Oregon Community Foundation will discuss the establishment of a Hillsdale
Community Foundation: ReMax building, 7:00pm, April 11.
XVII. Wilson Pool North Entrance and Wilson Site Planning Charrette – Duane
Hunting and Wes Risher
XVIII. Update on Music in the Rieke Bowl – Don Baack.
XIX. Food Drive for South West. Pick up a brochure to see about how to help get
food to Neighborhood House for people in need. Many churches in the
neighborhood are involved.
XX. Fred Meyer: Wants to put off coming until they have done more ‘homework.’
They will come in another month or two.
XXI. Wilson has done an extraordinary job or reaching out to the community for
Kiss Me Kate. It is moved that Wilson High School be commended for their
wonderful work and outreach to the community with the Kiss Me Kate production.
The motion is seconded and passes.
XXII. Planning with Plaza and Triangle. After meeting with the mayor, we have
received $40,000 to move ahead with the planning.
XXIII. Next Sunday is the annual peace march downtown. Starts at 12:00 in
Pioneer Courthouse square.
XXIV. Wilson recently won a $2000 grant for tree planting on Wilson campus.
XXV. Every Friday evening at 5:30, there is a peace vigil at Capitol Highway
and Sunset.
XXVI. See Rick Seifert if you are interested in taking over renaming of Bertha
Ct. project.
XXVII. It is moved that the HNA send a letter to Commissioner Adams requesting
that ODOT remove the asphalt shingle mulch at Bertha and Barbur Blvd, identify
other sites in the Hillsdale neighborhood where this mulch is present and
remove it. The motion was seconded and passed.
XXVIII. It was moved and seconded to adjourn the meeting. The meeting was
adjourned at 9:01
