The meeting was called to order at 7:00 by Don Baack

Welcome and introductions
Number present: Approximately 18

  1. Approvals:
    • Agenda: Add: Mr. Panich will report on traffic in Hillsdale; Rick Seifert will report on action in city council; brief report from schools’ committee. The Agenda was approved
    • Minutes: October minutes were approved.
  2. Grant applications for SWNI – ONI grants. Approval of our grant requests, Plaza Planning, other.
  3. Plaza Planning: $1000 from SWNI, $400 from farmers Market, and $400 from HPBA. The lead applicant will be HNA
  4. Web Site: Up to $6000 for the PTA, Hillsdale, and HBPA to work on a web site for the neighborhood, the schools, neighborhood house, and the neighborhood association. The lead applicant is the Hillsdale Alliance
  5. It seems that the work around the Wilson campus and the Rieke campus is worthy of a grant request by the Wilson PTA and Hillsdale. The lead applicant is the Wilson PTA.
  6. It is moved that these three grants be supported by the HNA to the SWNI grant committee. The motion was seconded. The motion passed.
  7. Review of BES action on our streets and adoption of Neighborhood Position on Swales. It was moved to write a letter to Sam Adams’ office regarding work on storm water management that asks for a walking surface along roads of compact ¾ minus gravel for a 3 foot minimum from the edge of the pavement to the beginning of the swale with 2% side slope where a sidewalk cannot be provided. The motion was seconded and passed.
  8. Next steps on the Reinvent Rieke report to Portland School District – Garth Nesbitt: The report about how to grow the school was handed in October 13th. Feedback should be provided within a month. The committee will meet with the school district’s chief operating officer November 15th. The atmosphere has changed in the last few months. Things look good for Rieke. If the 26-84 ballot is passed, then more information will be sent out.
  9. Update of “The Watershed” Project –Bill Wilson. The project was approved by design review. It includes a glass enclosed vertical element that serves as a gateway, with a banner that says “Hillsdale.” The soil abatement work has been completed. Next, DEQ approval. Next month, the goal is to close financing, and the project is still on target to begin construction in January. The sale of the business condominium space is less secure now. Comcast and Quest did not agree to underground lines, but PGE will move some poles around. However, sleeving will be laid on the north side, along Capitol Highway, for future under grounding. The total development cost is about $10 million. The construction is $7 to $8 million. A September completion date is still on target. There is a significant wait list for the apartments. Interested parties should call Bill Wilson.
  10. Under grounding work: the city has not been cooperative regarding under grounding wires. It would be about $60000 investment to under ground the wires. The next step is to take the issue to Eric Sten’s office.
  11. Update on Wilson High School Reader Board/Entrance Gateway Design –Wes Risher. Wes has been in touch with the Wilson architecture teacher. He wants to wait until mid November to begin working on this issue. The effort will not require a lot of community involvement until February.
  12. Report on City Council action on Transit Oriented Development. Transit Oriented Development is a tax abatement program. The idea is to induce people to put in affordable housing on transit lines in redevelopment. TOD is a way to have housing on the Fred Meyer redevelopment “pencil out.”
  13. System Development Charges projects for Hillsdale and surrounding area –need to respond in two weeks. These go into a pot to fund projects. Every 10 years, how the funds are used is reconsidered. What projects should we nominate:
  14. Sidewalk on Capitol Highway between Hillsdale and Terwilliger
  15. Completion of the Capitol Highway Plan
  16. Sidewalks on Beaverton Hillsdale Highway where they are missing.
  17. Sidewalks on Sunset from where they end at town center to 18th St.
  18. Complete the plan to build sidewalks on Capitol Highway from Multnomah Village to Barbur Blvd.
  19. Complete the sidewalk on the south side of Vermont up to 7th St.
  20. Stops signs at painted cross walks.
  21. Signal at 25th and Vermont
  22. Sidewalk on 30th between Vermont and Beaverton Hillsdale Highway
  23. Sidewalk on Sunset between Capitol Highway and Dosch Rd.
  24. Reports:
    • Hillsdale Plaza Charette & Planning with Rieke sSchool Remodel. HBPA has approved the funding. The Farmers’ market is in the process of voting. The work will proceed after the first of the year.
    • Hillsdale Triangle Master Planning Proposal –Duane Hunting and John Gould. In a week and a half, two proposals will come from the Bureau of Development Services for master planning the Triangle. A week from this Thursday, the plans will be presented to Duane. The development would include green space.
    • 9:00 November 10 – Lance Johnson property hearing.
    • A property at 4215 SW Dosch; they are proposing to take down a car port and build a single car garage.
    • It is moved, seconded and passed to write a letter to the bureau of development services to propose that as these developments come up, they make sidewalks part of the condition of property development.
    • Willson Pool North Entrance – Duane Hunting: There has been a holding back on this project to see how it can be integrated to the gateway for Wilson at Sunset and Capitol Highway.
    • Other HNA Land Use Issues – Duane Hunting
    • HBPA “Report – Rick Siefert – Chile Feed on Sunday, December 3, from 10:00 to 3:00, along with a book sale at the old SB station. Books are being donated at the farmers’ market.
    • Hillsdale Transportation and SDC Update – Walt Amacher:
    • Update on changes in South Portland area related to the pedestrian bridge –Glen Bridger: There are three proposals. Each has an elevator on the east side of the bridge. Not many users will climb the stairs. The span is 700 feet long, crossing over the freeway. There is a need to make sure that there will be something there to attract people to the accesses for security reasons. The designs do not seem as attractive or creative as they might be.
    • SWNI Report – Glen Bridger or Carolyn Raz. Wes McMullen is seeking suggestions on how best to communicate to the rest of the community. The fall clean up is this Saturday at the Portland Christian Center. The SW community center has donated bulletin board space for community announcements. Holly Farms Park has had a bid process for park development, but the bid process has to go back to city council. Portland Parks brochure has omitted two parks, so a committee will try to get that changed. The crime prevention committee had a good turn out to introduce the new community policemen. Dickenson park has gotten Sweet Tomato’s restaurant to contribute 15% of each purchased meal price to Dickenson park (5-18 November) for all patrons with the brochure from the SW community news.
    • Update on the efforts to retain the Fulton Park Community Center –committee members
    • Update on Status of Stephens Creek Walkway. No progress
    • Update on MJCC Therapy Pool – will report next month. There is an extension for the pool until August 2007.
    • Update on Striping in Hillsdale Shopping Center. The city approved the current striping. They will meet with the group who had come to our meetings and they are moving toward a resolution.
    • Possible Joint Application for a joint web site development with Hillsdale Business and Professional Association – Rick Seifert.
    • Book Sale December 2006 – Rick Seifert: (See X.E.)
    • Traffic enforcement: traffic laws were enforced today at the new crosswalk striping on Capitol High way by Baskin Robins.
    • It is moved that a letter of commendation for this action be sent to the traffic police division that enforced the laws. The motion was seconded and approved.
    • Schools’ committee – Ruth: The school board made recommendations for the Lincoln cluster that affect the Wilson cluster, but the Wilson cluster was not involved in the discussion. SWNI schools’ committee sent a response that Wilson cluster should be involved in this discussion. It was moved to send a note to the school’s committee to commend it for speaking out regarding the involvement or our community in any movement that involves out schools. The motion was seconded and passed.
    • November 16, City council will consider Stephens Creek and Hillsdale Parks. They are considering our letter regarding community gardens at Stephens Creek. We shall probably be asked to manage the gardens.
    • Larry DeShield at Robert Gray has been doing a tremendous job of keeping the grounds clean and attractive. He has also created a card for parents to give to businesses in Hillsdale so that they will know how much of their patronage comes from Robert Gray families.
    • Wes Risher expressed to Parks and Rec that community concerts were never in SW Portland, and there is movement to find a venue in SW Portland. It was suggested that we create the ‘Rieke Bowl’ and use Rieke as a venue, thus bringing concerts to our area and also giving Rieke name recognition.
    • Sunday, the Wilson track was locked. A note will be sent to the principle to let her know that that happened.
