Meeting Minutes

6 December 2006

1.     The meeting was called to order at 7:00 by Don Baack

  • Welcome and introductions

2.     Approvals:

  • Agenda: It was moved and seconded to approve the agenda. The Agenda was approved.

  • Minutes: It was moved and seconded to approve the November minutes. November minutes were approved.

3.     Robert Liberty, Metro Councilor, speaking about “Looking at Metro’s Town Centers.” Portland has a regional plan for growth up, not out. We’ve grown differently than other similar metropolitan regions. We are more compact. We have grown around regional centers and light rail. Driver hours have not increased as they have in other similar metropolitan regions. We have parks and open space. We have plans to protect the land outside of the Urban Growth Boundary as well as within it. We are reaching the population and job numbers planned for 2040 almost 20 years before the date. Questions were raised from the floor regarding planned freeways in Vancouver BC, the effects of global warming on our area, whether we want to limit population growth, and sidewalks in our neighborhood.

4.     Confirmation that Grant applications for SWNI-ONI grants were submitted. Grants were submitted for: Plaza planning, Wilson Planning, Web Site.

5.     Our request regarding pedestrian space along the side of streets as drainage systems are developed: Sam Adams indicated that space would be provided when possible.

6.     Update of the Reinvent Rieke response. A new reader board has gone in. The school board has approved the plan to grow the school to 400, and a portable will be provided for the new kindergarten.

7.     Update of “The Watershed” Project –Bill Wilson. Sam Adams is trying to get a resolution passed that poles not be put on

Bertha Court
. This may be an instigator to get wires under grounded. Currently, poles are being put into the sidewalk. All of the environmental work is done. It is safe to build on the site, now. Construction will start in January. The contractor is trying to find a site for construction parking. Some of the utility work has moved forward. The electric lines along Capitol have been under grounded. Qwest and Comcast did not underground. There is a ‘For Sale’ sign for the 3300 square foot commercial condominium.

8.     Update Reports:

  1. Hillsdale Plaza Charrette & Planning with Rieke School Remodel. We are ready to build the covered space for the farmers market.

  2. Hillsdale Triangle Master Planning Proposal: The city provided three options for the area. They included from 69 to 80 units being added to the area. They showed greenway access, what town houses would look like, as well as cottages and individual condominiums. Green spaces were also included as part of the discussion and connectivity with the facilities in the Hillsdale Town Center. Monday 18 December, 9:00, 1800 SW 4th: there is a hearing regarding the first parcel that breaks into the triangle which is coming up for development.

  3. Other HNA land use issues.

  4. North Entrance to the Pool: Tabled to next month

  5. HBPA report: The Chile feed made $300.00. People had a good time.

  6. Transportation and SDC Update: There is going to be an attempt to change state law and create a revise plan for SDC money. These include completing the plan for Capitol highway to Terwilliger, and other plans that were listed last meeting –mostly for sidewalks. If a project should be added to the list, let Don Baack know within the next two weeks.

  7. Music in the Rieke Bowl: Wes Risher is investigating having Parks and Rec. bring music events to Rieke Bowl. It is moved and seconded that we support Parks and Re bringing music events to Rieke Bowl. The motion passed.

  8. SWNI Report:
    ·         Michael Boyer, Liaison at Multnomah center for the police department was introduced. There will be a focus on car prowlers. We are asked to watch for drunk drivers.
    ·         Revision of the Portland City Charter to see if it is applicable to today’s needs.

  9. Fulton Park: No one present

  10. Stephens Creek Walkway: The environmental permit is obtained. Now, obtaining building permit is under way.

  11. MJCC Therapy Pool: The money was raised to keep the pool open until September 2007. Fundraising and attempts to develop sustaining programs are underway.

  12. Report on Striping in Hillsdale Shopping Center: No one present.

  13. Update on Joint Application for a joint web site development with Hillsdale Business and Professional Assn. A grant application has been submitted to develop a neighborhood web site.

  14. Update on invasives removal efforts.

  15. Book sale December 2006. The book sale was well attended. It raised $2700.00. With the two book sales, nearly $6000.00 have been raised.

  16. New business:
    ·         Asphalt sealant is cosmetic and very toxic, reportedly.
    ·         There is a parking problem on the south part of Sunset. Park and Ride is part of the source of parked cars. We need to address parking in Hillsdale town-center.
    ·         On 18th drive going toward Sunset, there are ‘carpool only’ signs along the street. Also, the bus stop by Papa John’s has a sign indicated that it will be eliminated.
    ·         There is concern that there is not adequate ridership on the 39 bus.

9.     It was moved and seconded to adjourn. The meeting was adjourned at 8:45.
